In the district of Bihor exists one of the 5 psychiatric institutions from Romania that hospitalize patients framed by the medical safety measure in the Article no. 114 from the Criminal Code. This institution is located in the town called Stei, ex-dr. Petru Groza and gathers patients from several districts like: Sibiu, Satu-Mare, Salaj, Maramures, Brasov, Bihor, Cluj, Arad, Harghita, Mures, Covasna, Alba, Bistrita, etc. Now, the institution hospitalize a no. of 160 patients, from which 25 are women and 135 are men. The present legislation foresee that all the patients must be periodical revaluated, once every 6 months, in order to evaluate their mental condition. The legislation is unclear, because it does not mention a specific method in which the revaluations must be proceeded. The authors present their experience in this field; all these patients are evaluated in committees and, based on the results, they are being framed by the Art. no. 114 Criminal Code or other steps for the improvement of their condition are being made. The particularities of this type of evaluation are mentioned; even if it generally respects the methodology of a standard forensic psychiatric evaluation, it has a totally different content and most of all different conclusions than the standard one. At the end of their study, the authors present in several charts and schedules the results of their evaluations: first of all the establishment of a new medical diagnosis, then the existence judgment or the lack of it and in the end the proposal of a new criminal frame.
